The Covid-19 crisis has revealed the absolute dependence on third countries for goods and services considered essential and, therefore, the need to recover strategic sectors for the country. But it has also piloted the whole innovation ecosystem, focusing on its capacity to react to the difficulties and problems that arose as the pandemic collapsed and paralyzed worldwide
activity. In this context, the public-private collaboration between companies, university, third sector and government, as an open innovation paradigm, has been the most effective and successful type of collaboration in an unstable and complex environment. Obtaining excellents results even in conditions of restricted mobility, with reduced execution times and with uncontrollable elements such as the experienced uncertainty during the pandemic, with a
clear example in the case of the footwear manufacturing sector in La Rioja.
